Jay Swarthout - Vice President
Jay A. Swarthout, is a New York State Licensed Mental Health Counselor and works as the Program Director/Medicaid Transition Specialist for Cazenovia Recovery Systems Turning Point House, an intensive residential substance use treatment facility for men, in Eden, New York. He is also adjunct faculty at the University of Buffalo School of Social Work where he teaches courses in Assessment and Treatment of Co-Occurring Mental Health and Substance Use Disorders, Personality Disorders, Schema Focused Therapy, and a variety of professional behavioral health, trauma, and managed care continuing education programs. Jay is also a volunteer therapist for Give an Hour, a grassroots agency that provides free counseling to veterans and their families and is affiliated with Save OurSelves- New York, an autonomous organization dedicated to helping individuals achieve and maintain sobriety. He has previously worked as the Behavioral Health Project Manager and HARP Clinical Director at Independent Health, Supervising Counselor at Sisters of Charity Hospital STAR Program, Behavioral Health Manager at Kaleida Health, Erie County Dual Recovery Coordinator for the New York State Office of Mental Health and New York State Office of Alcoholism and Substance Abuse Services, and MICA Specialist at Lake Shore Behavioral Health. Jay has thirty-six years of experience as a clinician, administrator, educator, trainer, and program and system developer in working with individuals with trauma, criminal justice, developmental disability, and co-occurring mental health and substance use disorder issues. He has been recognized by Erie/Niagara National Alliance for the Mentally Ill, the Mental Health Association of Erie County, and the Western New York Chemical Dependency Consortium for his community contributions and service.
